My Women of Faith study bible has this to say about this verse...
"Joel uses a graphic word picture here to describe a sincere, heartfelt repentence. He tells the people to tear their hearts, not their clothing, in sorrow. Outward religious expression is useless unless the people turn wholeheartedly to God... But God is not interested in public demonstrations (Mt 6:16-18). He is looking for people who turn their hearts to him in humility and meekness so they may receive his forgiveness and be restored..."
I've seen some ugly things in my heart lately, a lot of impatience with God's faithfulness and timing. Its something I'm working on...and the book of Joel has been speaking right to my heart this week about it all. I've started making changes. And those changes are great and necessary. But I am reminded today to render my heart, in addition to my thoughts and actions. And render it often. Satan's lies easily distract and tempt me, so thoughtful and purposeful rendering of my heart to Jesus so utterly important.
So I guess today is just my gentle reminder to you, friends, to keep rendering your heart!

Wow, I love this. Thank you for sharing. I've definitely had some issues lately with God's timing. And it's something that I want to let go of and just trust.
